SBA 8(a) SOLE SOURCE CONTRACTS

The Federal Acquisition Regulation (FAR) subpart 19 allows for government agencies to issue sole source contracts to qualified SBA 8(a) approved contractors for goods and services. The SBA has assigned a Business Development Specialist (BDS) to every certified 8(a) contractor who works with the government agencies to facilitate the contract process from beginning to end. The federal agency can award a sole source contract to qualified 8(a) contractors for up to $4.0 million for services and up to $6.5 million for manufacturing.

BASIC STEPS FOR AWARDING TRINITY AN 8(a) SOLE SOURCE CONTRACT

  • The requesting agency will prepare a Statement of Work including its own estimate for the required effort. Funding should already be secured for the effort.
  • The requesting agency’s Contracting Officer will send an offer letter to the SBA requesting TRINITY to perform the work.
  • The SBA’s BDS will coordinate with TRINITY and subsequently process the offer letter and return it to the Contracting Officer.
  • The agency Contracting Officer will issue a Request for Quote or Proposal to TRINITY.
  • The Contracting Officer will accept or negotiate (if necessary) TRINITY’s quote and subsequently award the contract to TRINITY.

ADVANTAGES OF SOLE SOURCE 8(a) CONTRACTS TO TRINITY

  • The process greatly reduces the acquisition cycle and awards are made quickly.
  • The SBA validates the 8(a) firm’s capabilities and good business standing.
  • Contracts can be initiated from Statements of Work or Statements of Objectives.
  • The contracting agency can meet its Small Business contracting objectives.
