Rail Spur Expansion

TRINITY performed an Environmental Baseline Survey (EBS) on behalf of Martin Marietta Materials (MMM) for submittal to Eglin Air Force Base 96th Civil Engineering Group/Civil Engineering Stewardship Branch (96 CEG/CEVS). The survey property consists of a railroad spur on Eglin AFB property near the town of Mossy Head in Walton County, Florida. MMM proposed to upgrade 7,200 feet of existing rail and to construct an additional 5,000 feet of rail to store aggregate-carrying railcars, as well as construct an unloading pit/conveyor to stockpile aggregate on site.


Preparation of an EBS is required by Department of Defense (DoD) policy before any DoD property can be sold, leased, transferred, or acquired. The EBS was prepared to document the then current environmental conditions of the rail spur, to facilitate a formal permit agreement with MMM for establishing an aggregate storage and distribution center. The EBS was prepared in accordance with Air Force Instruction (AFI) 32-7066 Environmental Baseline Surveys In Real Estate Transactions and American Society for Testing and Materials (ASTM) Standard D6008-96 (Re-approved 2005), Standard Practice for Environmental Baseline Surveys
